Divided States and Franco Prussian Shenanigans

Was working on a simple alt hist idea with a friend and am new to this sort of thing and wanted to see if there was any interesting ideas here. Main points of divergence are:
1. The Articles of Confederation fail. There are two many differences between the states and they simply can't compromise. Three republics are created: USA, Dixie, and New England (map attached). USA is the strongest and German aligned, ruled by the Whig party because there was no need for the Republicans to split off as almost all slavers went to Dixie. Dixie is a dominant party republic run by the Democrats (old Democrats), but has very high oligarchical influence from local plantation owners. It was very decentralized at first but was forced to centralized, currently is struggling with major lack of industrialization and Jim Crow-esque oppression of African Americans. They hashed a deal with Britain over the Caribbean because of the Golden Circle slavery idea, and took parts of Mexico in exchange for propping up the French Mexican Empire rump state. France and Britain both potential allies. New England split off with support from Britain, and is a kind of "Hong Kong" of the Americas. Wealthy with an aristocratic class, and governed by a dominant Federalist party. Suffering from an identity crisis, as they split off from Britain only to be brought back into its clutches, as well as having low national pride. Dixie is essentially the one managing the Monroe Doctrine.
2. For some reason (current is garrisoning Mexican Empire with Dixie, idk) the Franco Prussian War doesn't start, by the time Bavaria is integrated Bismarck is dead. There is no Berlin Conference and no scramble for Africa. France/Ottomans/Belgian Congo/Portugal still active. Belgium is partitioned between France and the Netherlands.
Map is in 1900s and France and Russia are aligned, Netherlands is moderately French aligned. Germany and Austria are aligned. The Balkans are Russia aligned (there is no 2nd Balkan war, possible Bulgarian taking of Constantinople). For South America Gran Columbia is America aligned as Dixie started the Panaman revolt. Peru Bolivia is collapsing, Brazil and Chile are French aligned and Argentina is British aligned.

Likely impact of this scenario on Latin America would be that the Monroe Doctrine would be taken less seriously by Britain and France because it would be enforced by a weaker, more Anglophile and more Francophile Dixie instead of the stronger, less Anglophile and less Francophile United States. The domestic impact on the otl United States would be like the successful Confederate and New England secessionist scenarios posted here, but combined and with fewer to zero secessionist battlefield deaths. Butterflying the Berlin Conference would result in the still uncolonized as of 1885 African nations being spared colonialism and its associated atrocities and horrors unless implied as colonized by the op. Butterflying the 2nd Balkan War would make Bulgaria friendlier with Russia. The Panama Canal would be Dixie owned and constructed rather than US owned and constructed. Peru and Bolivia collapsing would result in them being replaced by successor states after taking into account Chilean annexations of Peruvian and Bolivian territories.
