If Canada were to have a Civil War after the Independence of Quebec, what would a spillover look like? And a Second American Civil War?

I'm assuming you're basing this on the 1995 referendum returning a "yes" vote ITTL followed by the Federal Government refusing to negotiate over Quebec secession? Quebec is quickly disabused of their notions, as their plan relied on France quickly recognizing their independence and forcing the rest of Canada to the table. I don't see France doing that. While they may have been sympathetic to Quebec Sovereignty, there is no way they were going to recognize their unilateral secession from Canada.

The effects of a certain scenario are defined by the conditions that led to it. Without explaining why Canada would fall to civil war or how it would get to such a point, your scenario becomes unexplainable.
