AHC: Have the Conch Republic gain independence

The Conch Republic is a semi-joke nation on the Florida Keys, originally created after a few legitimate concerns of Key West went unanswered by the government in 1982. These concerns have long since gone away, but some people maintain it as a joke/tourism booster. Your challenge is to have it be a legitimate, independent country, preferably in the UN. Bonus points if you can do it without having the US as a whole collapse.
 
According to that article, the FBI at one point thought that 9/11 hijacker Mohamed Atta had purchased a Conch Republic passport. Maybe if they conduct a really ham-fisted investigation into that, and the Conchians(?) get their backs up, it could escalate into some sort of political conflict, something along the lines of angry demos, maybe minor acts of rioting.

But other than that, no. Independence is ASB.

Not ASB but not in any way realistic....

Worse rising sea levels put a strain on the United States budget in an effort to keep building levees to stop parts of the coastline becoming submerged. Eventually it is decided that Florida is more trouble then its worth (due to its marshy geography and just generally being Florida) and various Floridian "secession" movements are quietly promoted. Conch Republic jumps on board the bandwagon and much to their surprise are recognised by the rest of the United States as an indepedent nation, even supporting their application to the UN (which unfortunately does not pass in time before all of the Conch Republic is submerged).
 
I suppose we could be talking some sort of Cold war pissing context - "The USSR recognizes the Conche people in their valiant struggle against American Imperialism".

Which would end Conchian struggle in 5 minutes because the locals would not want to be associated with USSR and USA would not allow them meddling with American internal affairs

But perhaps USA could recognize its independence by some freak accident.

This gives me images of US tanks heading South across the 7-Mile Bridge to crush the freedom loving Conchians.

USSR was not into *that kind* of games, they took the international scene quite seriously. Besides, it opens up dangerous possibilities of recognizing the independence of Baltic states by the USA.

OTOH, the Khmer Rouge or some African dictators were crazy enough to recognize the CR. But nobody takes them seriously, but it is a PR disaster nevertheless.

Well all the republic of the USSR had the right to leave the union - A right not afforded to US states.

The US did recognize the independence of the Baltic states throughout the Cold War. The official US position throughout was that they were illegally occupied by the USSR.
