My thoughts are that even if there were an apocalyptic period of total disaster and chaos. People would not just forget how to read and build things. Just pick up a book or manual, and you can build an aeroplane providing...

A) Unlimited time. A sect places spies on the plant working for decades to achieve a full blown disaster.
B) A terrorist assault takes over the plant and holds it long enough to produce a full blown disaster.
