What are some good timelines that have a second great war that is fairly different from our own, at least in Europe?
For example, are there any timelines where the Central Powers win the Great War, only to face some sort of revanchist Entente down the line? Or maybe one wherein Germany never...
Is it at all possible, with a post-1900 POD, for a significantly (5 years at the least) earlier development and test of an atomic bomb?

Are you referring to a specific "Paneuropean Union" that never came to pass, or just the concept in general? A big part of it is when/why/how it comes to be.

What do you mean? He's already annexed the Baltics, half of Poland and tried to take back Finland as per OTL. Sorry if you've misunderstood, but he's not doing anything more than OTL. This one is squarely on the British/French.

It's hard, because some were greatly helped along by it, but not completely tied to it.
Jet aircraft and atomic weapons were both being researched in the 1930s, but the war is really what gave them the kick in the pants they needed.
