The US wouldn't want to drive Quebec into measures such as French troops. Likewise, the US can have its own trade treaty with Quebec, even if it is not as part of NAFTA.

I don't think the US would want to do something like that. It would push Quebec in the same direction that Cuba was pushed in 1959. The US would probably sign its own trade agreement with Quebec if Canada doesn't let it become part of the 1995 version of NAFTA. France would have supplied...
