I suspect that a close result would lead to another try a while later. There was strong enough support in the Labour Party for a devolved government that much like Ireland and the Fiscal Pact No wouldn't be taken for an answer. I suspect you'd get a rejigged devolution proposal put forward after the 2001 election though that would probably bit it.
