First Shot Over Texas: AWC

Well it is Memorial Day and this morning I saw a special of the Civil War in the Wild West. One of the historians commented on one Brig Gen. David Twiggs who surrendered the Federal Forts and Armories over to the Confederates in Texas on Feb 8 1861. It was commented that if he had not surrendered the forts over to the CSA then this could have been the outbreak of warfare before Fort Sumter.

So what if another more Pro-Union General is put in command of the Department of Texas for the Union Army and he resists attempts by the CSA to takeover the forts and Union supplies. What was also interesting about this situation was that Robert E Lee was in San Antonio at the time of Twigg's surrender of San Antonio. So what if the more Pro-Union Commander had resisted and seized San Antonio, how might of this effected Lee's command and who could replace Twiggs?
 
If a Union general fired the first shots of the Civil War, that wouldn't be good for Lincoln's plan to keep the border states loyal to the Union. :)
 
Well it originally happened as confederate militia swarmed into San Antonio and Twigg gave into their demands.
