For All Time's USSR

Yes, I've been reading the For All Time timeline, and got confused on USSR.
I know that nearing World War III, Soviet Union was led by the sociopathic Andrei Chikatilo, but how? Maybe I didn't read the TL thoroughly.

Maybe someone can give me infos about USSR on that timeline? Its history, domestic and foreign policy, anything.
Any info would be very appreciated.

Yeah, Chikatilo was born in 1936, even younger then Gorbachev, so he would have been pretty young for a Soviet leader if he came to power in the 70's.

IIRC, a lot of the upper Soviet leadership was killed in the Sino-Soviet nuclear war.
