1 The NH presidential primary idea never takes off, and presidential primaries never develop into a significant force. Consequences?

2 The idea of presidential primaries is accepted, but before the current system effectively gets institutionalised, say by 1964, Congress amends the constitution setting up the first tuesday in June as national primary day, where all states have their primary on the same day. Consequences?

1. Well, if not New Hampshire then another state. We've got 48 continental states to consider, tho I suspect that most likely it would be on west of the Rockies. Most states have primaries.

2. They will be consulting with their respective national committees - and then again since when did Congress and not the states amend the constitution. Doubtful that the Congress will intervene in such a state-related issue.
