Justice Garrity Assassinated during Boston Busing Crisis

What if Justice Garrity, the federal judge who imposed forced busing in Boston in the 1970s and indulged in near-dictatorial measures as things heated up was assassinated at the height of the crisis? In OTL, he had two federal marshals guarding his house but, but they're not invincible.

Would a more moderate successor be appointed and things calm down? Would the federal government declare that Boston is in rebellion against federal authority and send in the Army? What happens next?
