Yamamoto's Japan

An alternate time line :

Following a string of defeats in border skirmishes with Russia and failure to subdue China completely during the 1930's , the Japanese army loses considerable face and is outmanouvered back in Tokyo by the naval faction who gain the Emperors ear , sucessfully install their own PM and vastly expand the marines and , thus giving the navy a large standing army under its direct control . In adittion the new government funnels more resources into ship and carrier building and R and D . Admiral Yamammotto becomes navy minister where his tactical genius is fully realised and he becomes the driving force behind Japans expansion . As his recommendation , upon the outbreak of WW2 Japan does not attack pearl or the Phillipines , instead concentrating on the Dutch east Indies , Malaya and Manchuria to gain the resouces it needs . Once these are secured the Japanese mount a drive by land and sea towards India , and land a second large force on Borneo as a prelude to attacking Australia . Japan persues a more lenient strategy with those peoples it conquors allowing acquisent local leaders to stay in place ,and even raising units from amongst them (if only for cannon fodder or defensive purposes ) . Given this ATL ;

Can Roosevelt find a way of getting the US into a war against Japan given that the US has not been directly attacked ?

Does the US defend Australia , given that Britain in its weakened state is in no position to do so ?

If the Worst excesses of Japanese brutality are exised , can it "turn" the population of former colonial possessions such as Burma , indoChina and Malaya to its cause ?

Without attacking Pearl and the Phillipines how can Japan effectively protect its home islands ?
