What POD gave this map?

From my cross time scooper:

Something has happened during the formation/dissolution of the Holy Roman Empire to remove Austria entirely from the map (maybe Germans in general?). Sweden and Russia seem to be major powers competing over eastern Europe (that is if the big baltic area blob is a Swedish outpost). Prussia also is either non-existent of of minor importance and Germany never united. Other changes (no portugal, no Scottish/English union) seem minor.

I'd say maybe the Spannish armada sucedes- The Spain, super Italy and united Netherlands are all one big hapsburg country. Wales is independant of England as probally is Ireland and England itself is little more then a puppet.
It seems Russia was busy at some point too, probally on going with a conquest of the united Scandanavia and East Prussia (or is it Lithuania)
