It's Holbein's portrait "Jean De Dinteville and Georges De Selve" (1533), usually referred to as "The Ambassadors". De Dinteville was a French diplomat sent by Francis I to assure Henry VIII of his support (the Catherine of Aragon/ Anne Boleyn business). But you'd need someone with a real interest in the period to be able to suggest the results of greater/less French support and Henry's actions as a result of his perceptions of this.
