This world was created for the Interplanar Confederation, but I'd like a few thoughts on how plausible it is.
I've created a Timeline based on the PoD of having no Santa Ana in
Mexico. Without his dictatorial influences, the Texans do not
revolt, leading to a time of prosperity in Mexico through the 1830s
and 1840s. The peon system is destroyed by a reformer called Carlos
Montaya, who leads Mexico's reformation and rebirth as the Republic
of Mexico. Eventually, Mexico occupies the Oregon territory, during
the 1860s. In 1880s, Cuban revolutionaries look to Mexico for aid,
and the Spanish-Mexican war is a victory for the Mexicans, who
receive all of Spain's colonies.
The American Civil War still occurs, though it is delayed into the
1870s, when the Republic of Virginia has enough industry to defeat
the Northern states and acheive victory. In the late 1890s, a war
erupts between an Anglo-Japanese alliance and Russia, leading to the
establishment of Japan as a Great Power.
In the 1900s, the United Provinces of Central America joins their
industrialized northern neighbour. A brief war over Panama results
in the Mexican conquest of Gran Colombia. The Mexican government
builds a canal through Panama.
In the 1920s, a great war occurs in Europe between the Triple
Entente- Russia, France and Italy and the Triple Alliance of
Britain, Prussia, and Austria-Hungary. The Triple Alliance is
victorious, but only after 6 years of trench warfare. Europe is
exhausted.
Nippon and Mexico both take advantage of the lull in European power
to establish their own power bases- Nippon in Asia, Mexico in South
America. Nippon purchases the East Indies from the Netherlands.
An uneasy tension exists through most of the 1940s and 50s, as
shifting alliances between the powers confuse much of the populace.
A fascist government is established in Russia, and many ethnic
groups are vanished to Siberia.
In 1963, Mexico is the first nation to develop an atomic weapon,
shifting the power politics somewhat. Russia, Nippon, Prussia and
Britain soon follow. An alliance system develops, with Russia and
Prussia in one group, Britain and Nippon in another, and Mexico as a
third party. A cold war situation persists through the 1970s and
1980s until contact with the Interplanar Confederation in 1987. Mexico, Britain, Prussoa and Nippon
have all joined the Interplanar Confederation, as well as several
Mexican allies, the United States of America, Brasil and France. The
Gate is located in Montaya, Tejas, Republic of Mexico.

Capital: Mexico City
Population: 300 million people
Currently the prominent power, Mexico is a large country with a
relatively high standard of living. The only major power with a
higher GDP per capita is Britain. The major cities are San
Francisco, San Diego, Montaya, Havana and Mexico City. Mexicans
enjoy many personal rights, but a relatively high rate of crime
means that police numbers are high.
BRITAIN & Commonwealth
Capital: London
Population: 300 million people, Britain: 80 million
Britain is the most geographically scattered of the major powers.
British subjects enjoy the highest standard of living in the world.
More than 90% of subjects can vote in the House of Commons. Despite
its high standard of living and civil rights, the British Empire is
far from a democracy. The House of Lords still mantains as much
power as the Commons, and the current monarch, Henry XI, is active
the running of the Empire. Also, Britain has been known to turn a
blind eye to rights abuses made by the Nipponese in their colonies.
NIPPON, Empire of
Capital: Kyoto
Population: 220 million people
Nippon is, despite its Imperial trappings, mainly a democracy, at
least if you are Nipponese. Nipponese themselves enjoy a high
standard of living and many personal rights. However, conditions
within the colonies of Indonesia, Siam and China are similar to
those in the Third World on prime. Human rights abuses, while
uncommon, do happen, and the Nipponese show their worst face in
these colonies, treating the natives with scorn.
PRUSSIA, Republic of
Capital: Berlin
Population: 180 million people
Prussia is the only nation on Mexica to have undergone the
transition to democracy with the blessing of an abdicating monarch.
Despite its democratic government, its attidude towards its colonies
is similar to that of Nippon. Blatant racism occurs throughout all
of German Africa, and Africans are almost slaves. They still have
some of the best military hardware in the world.
RUSSIA, Union of
Capital: Moscow
Population: 300 milion people
Russia doesn't even have the trappings of democracy or monarchy to
hide its fascist government. Enemies of the government are
swiftly "dissappeared" when found by the efficient Russian Secret
Police. Entire ethnic groups have been wiped out by the genocidal
fascist leaders of the union. The Union itself is lead by a council
of 6 men, the President of which is Vladimir Arbachev, who is
regarded by many to be incredibly paranoid. Still, the Russian Army
is the largest, though not the best-equipped, in the world.
