AHC: More diversity in sovereign entities

At OTL 2014 we have just two categories of sovereign entities: the State (prevalent), and the Order (there is only one in the world: the Order of Malta).

How can we get more diversity? I mean, sovereign Houses/Dynasties, sovereign Corporations, much more sovereign Orders, and so on. And obviously, the later the POD, the better.

After that, what then?
 
I do know a PoD, but for most of the world it involves a divergence in 1619. (Earlier in Australia).
 
Butterfly away (or at least significantly change) the Enlightenment, so that you wouldn't see the consent of the governed becoming the main political theory, nor would you see increasing secularisation in Europe. That way the overall intellectual and political climate would be much more amenable to sovereign houses (I presume you mean entities like the Hapsburg empire?), sovereign ecclesiastical states and knightly orders.

Yes, the Habsburg Empire is the best example. I think a revolution is totally inescapable because of the industrial revolution. Maybe an aristocratic revolution?

They were really powerful at their high. So, maybe not declaring independence, just keeping them as prominent player in the game of power. I think political corruption is a much better way to get that.
