George IV: Better as Prince Regent or King?

Parliament passed the Regency Act on February 5, 1811 under which the Prince of Wales took "Full power and authority, in the name and on behalf of His Majesty, and under the style and title of Regent of the United Kingdom of Great Britain and Ireland, to exercise and administer the royal power."
The Prince Regent swore oaths of office on February 6, 1811.

On August 1, 1814 the Prince Regent hosted lavish celebrations in the parks of central London to mark the 100th anniversary of the Hanoverian accession.
 
When war broke out with France in 1793, Prince George begged his father for a command in the army. The Prince of Wales was refused.

I'm reminded of Samuel Johnson's words: "Sir, there is no settling the precedence between a louse and a flea."

He was equally awful at both.

I wouldn't go so far as to say 'awful'. He was mediocre.
Though his reign, informed somewhat by his indulgent personal habits, was marked by more libertine social norms than the preceding (and succeeding) eras. To me, that's a good thing. Also his reign as King saw some mends made to the relationship between the Scottish people and the rest of the Kingdom, which is also good.
But on the whole, he was just okay.
